Trump is being paid to be a stalking horse to ensure that Joe Biden did not step down from re-election so the Democrats have a weak, unpopular, 81 year old candidate in the general election, or he drops out so late that he sends the Democratic Party into chaos like in 1968 when Lyndon Johnson dropped out on March 31, putting into motion a chain of events which saw the assassination of Bobby Kennedy and the mass protests at the 1968 Democratic Convention in Chicago and which saw Nixon's landslide against Hubert Humphrey. Joe Biden literally said "I don't think I'd be running again if it wasn't for Donald Trump."
Trump has no intention of running for President again because he is visibly in poor health. He needs two things done for him. He needs money to pay his legal bills. He needs a pardon from an incoming Republican President. Nikki Haley already said she would pardon him. If Trump ran again, and he did not win, he would not get pardoned. He needs to ensure the next President is a Republican who will pardon him.
The billionaires have already said, many times, in print, that they were disappointed with Donald Trump's presidency because it was chaotic, because he concentrated on culture wars, there were constant scandals, he was only able to attract opportunistic charlatans and grifters for his administration, and he was unable to do any of the things they hoped he would do when they assisted him in his first campaign, massive economic deregulation. He showed no loyalty to his cabinet, including one of their own, Rex Tillerson, and had high turnover which made achieving their goal impossible. The only way they are going to get this done is to have a competent technocrat installed in the White House. Not only that, but one who would potentially be able to serve out a full eight year term, not a mere four like Trump would be constitutionally limited to. They had two candidates who impressed them most. Nikki Haley and Ron DeSantis. The only way Republicans were going to win the 2024 election is to capture a single demographic: suburban voters, particularly middle class suburban women. Both candidates seemed like they had the best chance of capturing that demographic.
Ron DeSantis ruined his candidacy by going to war with Disney over stupid culture issues. The idea that a Republican candidate would go to war with a component of the Dow Jones Industrial Average and seek to use the apparatus of the state to penalize them was horrifying to every billionaire. Some even went as far as to call him a Bolshevik. This shifted the majority of the plutocrats into Nikki Haley's corner, although DeSantis still had important backers, including the hedge fund CEO of Citadel (maybe Colony, I don't remember.) DeSantis had until the first primary to prove he had some momentum and failed, so he is dropping out.
Trump agreed not to participate in any of the Republican debates so he would not damage Haley or DeSantis. It would also allow Republicans to get used to the idea of him off of the stage and to warm up to Haley (or DeSantis.)
Because Nikki Haley was seen as the more reliable and more likely not to behave erratically like DeSantis, her backers were able to recruit Vivek Ramaswamy to run for the Republican nomination despite having no articulate platform. He was selected on the basis of being a very dark skinned Indian. They wanted Republican debate viewers, who I'm sure you realize are not the most progressive bunch, to see a dark, unappealing, very ethnic looking Indian man next to the light-skinned, elegant looking Haley. This is a simple technique in filmmaking called forced perspective. It was necessary to ensure that their base would accept Haley as their potential leader. The elevation of Rishi Sunak to UK Prime Minister with little resistance in the UK Conservative Party encouraged them that having a South Asian nominee was feasible.
